Agricultural Income Tax Under Renewed Government Focus

The government is considering measures to increase agricultural income tax collection as part of efforts to meet commitments under Pakistan’s IMF programme. According to the reported proposal, the federal government is coordinating with the provinces to improve agricultural tax collection as well as income tax return filing, with September 30, 2026 being considered as a target date for provincial progress.

Agricultural income taxation is particularly significant because agriculture largely falls within the provincial taxation framework. The reported discussions therefore point towards greater coordination between the federal and provincial authorities, with emphasis not only on revenue collection but also on bringing agricultural taxpayers into a more structured tax-compliance framework.

If implemented, stronger enforcement and improved return filing requirements could materially increase the compliance burden for agricultural taxpayers. Farmers and agricultural businesses should therefore keep proper records of income, expenses, land-related activities and other relevant transactions and remain alert to developments in provincial agricultural income tax regimes. The government has not yet announced a final decision, so the proposed measures should presently be viewed as under consideration rather than as a final tax policy.
