FBR Redefines DNFBP Jurisdiction Under Pakistan’s AML/CFT Framework

The FBR has revised the jurisdiction and regulatory responsibilities of officers dealing with Designated Non-Financial Businesses and Professions under the Anti-Money Laundering Act, 2010. Through SRO 1497(I)/2026, the existing jurisdictional framework under the DNFBPs (Regulatory Powers and Functions) Regulations, 2020 has been replaced with a more detailed allocation of responsibilities.

The revised framework distributes DNFBP jurisdiction among officers in Islamabad, Karachi, Lahore, Quetta and Khyber Pakhtunkhwa and aligns their responsibilities with the territorial jurisdictions of relevant LTOs, CTOs and RTOs. The notification therefore provides greater clarity regarding which field formation is responsible for regulating DNFBPs operating in different parts of the country.

For businesses and professionals falling within the DNFBP regime, this is more than an administrative reshuffle. The revised structure strengthens the institutional framework through which AML/CFT obligations are supervised and enforced. DNFBPs should therefore remain aware not only of their substantive compliance obligations but also of the particular Directorate and field officers exercising regulatory jurisdiction over them.
