FBR has notified amendments to the Income Tax Return for Tax Year 2026 through SRO 1495(I)/2026, introducing additional parts in the return form at a time when the statutory filing deadline of 30 September 2026 is already approaching. The timing of these amendments has raised concerns among tax practitioners regarding their practical and technical implementation.
At the same time, taxpayers are also facing difficulties in the IRIS system, particularly in relation to sales tax return filing. Trade representatives have highlighted issues arising from Annex H1, Statement of Stock for Traders, introduced following SRO 350(I)/2024. According to the concerns raised, taxpayers may become dependent upon suppliers completing their own compliance before the recipient can effectively proceed with its return.
The issue highlights an important compliance principle: introducing additional reporting and documentation requirements is only effective when the underlying system allows taxpayers to comply within the prescribed timelines. Where forms, validations or system dependencies change close to statutory deadlines, even otherwise compliant taxpayers may face unnecessary filing difficulties. Stable forms, workable system validations and timely clarification are therefore equally important components of an effective tax administration.
