FBR has further expanded Pakistan Customs’ monitoring framework through amendments introducing broader intelligence- and WeBOC-based monitoring of customs-cleared import and export cargo. The revised structure covers ports, off-dock terminals, dry ports, land customs stations and airports, while also bringing cargo placed on hold through WeBOC within the monitoring framework.
Another important development is the expansion of Digital Enforcement Stations (DES) and Mobile Enforcement Stations (MES) across major transport corridors, including locations around the Indus and Hub regions. At the same time, FBR has extended specified Customs enforcement functions to agencies including Pakistan Rangers, Frontier Corps, Pakistan Coast Guard and Pakistan Maritime Security Agency for anti-smuggling purposes within prescribed jurisdictions.
For importers, exporters, transporters and clearing agents, the broader message is clear: customs compliance is increasingly being monitored not only at the point of clearance but also through post-clearance intelligence, digital systems and movement-based enforcement. Businesses therefore need stronger consistency between WeBOC declarations, invoices, transport documents, EFS records and the actual movement of goods, as discrepancies may now become visible at multiple stages of the supply chain.
