FBR has established separate Performance Review & Compliance Risk Management (PRCRM) Committees for Inland Revenue and Customs. Their purpose is to strengthen headquarters-level monitoring of how field formations perform, how audits are selected and conducted, and whether identified compliance risks actually translate into appropriate enforcement action.
The committees will review matters that directly affect taxpayers, including case-processing timelines, audit quality, refund-processing timelines, recovery performance and consistency of enforcement practices across different field formations. They will also examine the proportion of risk-based versus non-risk-based audit selections, which could become particularly important as FBR increasingly shifts towards data-driven and risk-based compliance systems.
A notable element is the move towards measurable and digitised supervision. FBR plans formation-by-formation quarterly performance evaluations, real-time data collection and automated identification of deviations from prescribed standards. Persistent shortcomings may lead progressively from warnings and training to disciplinary referrals. The development signals that future tax administration may increasingly be judged not merely by revenue collection, but also by audit quality, processing efficiency and compliance with institutional standards.
