FBR is moving towards the introduction of a real-time or near-real-time production monitoring system for Pakistan’s leather sector, with phased implementation expected from November 2026. The proposed system is intended to cover a wide range of leather-sector activities, from raw hides and skins to finished leather, footwear, garments, bags, gloves, belts and other leather products.
The monitoring framework is expected to capture information across different stages of the production cycle, including raw-material receipt, tanning, dyeing, cutting, stitching, packing, warehousing and dispatch. Depending on the nature of the facility, technologies such as barcode and QR-code scanning, weighing systems, industrial sensors, RFID tagging, machine counters, PLC integration and AI-enabled cameras may be used to generate auditable production data.
The rollout is proposed to cover 20% of eligible production lines by November 15, 2026, 50% by December 15, and 100% by December 31, 2026. The development reflects FBR’s broader shift towards technology-based monitoring, where production data can increasingly be reconciled with declared sales, invoices, inventories and import/export records, making consistency between operational records and tax declarations increasingly important for businesses in the sector.
