Long-Pending Tax Refunds Under Review — FBR Moves Towards Defined Timelines and Risk-Based Processing

The Federal Board of Revenue has constituted a specialized committee to review deferred refund claims pending before Inland Revenue field formations and develop a framework for their transparent and timely disposal. The initiative focuses on one of the most persistent concerns faced by taxpayers: refund claims remaining unresolved for extended periods without clearly defined processing timelines.

Under the proposed framework, refund claims may be classified and prioritized according to factors such as risk, age of the claim, amount involved and completeness of supporting documentation. The committee has also been asked to recommend timelines for scrutiny, verification, communication of deficiencies, determination of admissibility and issuance of either a refund order or a reasoned speaking order.

If effectively implemented, the initiative could significantly improve the refund process by shifting it from an open-ended administrative exercise towards a more structured service-delivery mechanism. For taxpayers carrying substantial refundable balances, particularly exporters and businesses regularly accumulating input tax, clear timelines, automated processing and risk-based verification could materially improve cash flow and reduce unnecessary follow-ups with tax authorities.
