One proposal provides exemption from sales tax on services for local service providers, while the other seeks to exempt industrial undertakings operating in these areas from the obligation to withhold sales tax.
For businesses operating in these regions, the proposed measures could materially reduce both the direct tax cost and the administrative burden associated with provincial sales tax compliance. The withholding exemption is particularly important because withholding obligations can create cash-flow and reconciliation issues even where the underlying business enjoys broader tax concessions.
However, the distinction between Cabinet approval and an effective tax exemption remains important. Businesses should review the final notifications, their effective dates, qualifying conditions and territorial scope once formally issued before changing their tax treatment. If implemented as proposed, the measures could provide meaningful support to industrial and service-sector activity in Malakand and the merged districts.
