No Digital Invoice at Dispatch? Goods Movement May Now Face Enforcement

Digital invoicing is moving beyond a system-registration requirement and into physical enforcement of goods movement. RTO Hyderabad recently stopped around 30 goods-carrying vehicles where the required digital invoices and supporting documents were not available, despite certain taxpayers already being registered with the Digital Invoicing system.

The enforcement action highlights a critical compliance point: the required tax invoice is expected to be issued before the goods are moved or dispatched. During the drive, consignments were stopped, applicable tax was calculated, and vehicles were allowed to proceed after payment of the due tax or production of the required digital invoice.

Following discussions with the Hyderabad Chamber of Commerce & Industry and the Hyderabad Tax Bar Association, the Chief Commissioner indicated willingness to facilitate businesses and pause further enforcement subject to effective voluntary compliance. The practical message for registered businesses is clear: digital invoicing should form part of the dispatch control itself, not something to be completed after the vehicle has already left the premises.
